Colorado Department Of Regulatory Agencies Compliance Specialist II: DORA/Public Utilities Commission in Denver, Colorado

The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably priced services consistent with the economic, environmental, and social values of our state.

The Telecom Programs Section exists to provide professional analysis, technical and policy testimony, and advice and recommendations on economic, financial, and operational matters related to ongoing telecommunications programs housed within the Public Utilities Commission or telecommunications-related filings and proceedings. The Telecom Programs Section consists of subject matter experts related to several different telecom program areas as well as specialists who handle routine telecom filings. The unit functions as a team to provide efficient and effective administration of telecom programs assigned to the Commission by statute and to effectively execute the Commission's responsibilities related to oversight of the regulated aspects of the telecommunications industry. Members of the team may function both in formal legal proceedings and in informal negotiations and discussions with stakeholders, separating duties as necessary to abide by ex parte requirements.

The Compliance Specialist II position ensures that telecom filings are filed properly and in compliance with Commission rules and ensures that they are brought to the attention of the appropriate Telecom Programs Section staff member. In the event of non-compliant filings, this position may contact the filing entity and advise them regarding the lack of compliance and assist them in bringing them into compliance. This position also assists with administrative tasks on behalf of the various programs within the section, including organizing and tracking comments and other filings in telecom proceedings. Additionally, this position makes initial contact and performs basic data gathering regarding telecom-related complaints, assisting with the initial preparation of telecom-related reports. This position completes various administrative tasks in support of the telecom programs within this section, such as spreadsheet preparation, incoming and outgoing mail processing, and data input.

Duties include, but are not limited to:

Engaging in corrective communications with the telecommunications filing entities to correct deficiencies and lack of compliance with Commission rules;

Reviewing and processing hard copy and e-filed advice letters, applications, petitions, pleadings, staff-initiated actions, annual reports, Civil Penalty Assessment Notices (CPANs), formal complaints, and compliance filings, per established procedures;

Performing daily compliance reviews of all telecommunication filings for compliance with all Commission rules and procedures;

Answering a variety of informational inquiries and providing explanations to questions or problems customers are having, either over the phone or via email, based on PUC rules, regulations, and procedures.
