Systems Integration Inc Human Resources Generalist - Government Contractor in Landover, Maryland

The Human Resources Generalist shares responsibility with one other HR Generalist for the overall administration, coordination and evaluation of the human resource function developing policy, procedures, coordinates HR activities such as employment, compensation, labor relations, recruiting, benefits, training, payroll, Administrator of the 401-K plan, facilitates the annual Erissa Audit, and employee services by performing the following duties. The responsibilities of the HR Generalists at Systems Integration, Inc. are varied and wide-ranging.

Essential Functions

  • Develops and administers various human resources plan and procedures for all company personnel.
  • Participates in strategic planning activities and partners with Business Development and the Management Team to determine viable business options to pursue.
  • Implements and annually updates the compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and revises as necessary.
  • Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration working with the broker to ensure claim resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, and evaluation of recruitment tools / other software programs.
  • Develops and maintains affirmative action program working with Outsolve to pull our AAP reports and ensure company is compliant; files EEO-1, and VETS 4212 annually; maintains other records, reports and logs to conform to all government regulations; and files certified payroll each pay period.
  • Conducts recruitment effort for all exempt, nonexempt and temporary workers; writes and places advertisements; works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; directs training, monitors career-path program and employee relations counseling; conducts exit interviews, and provides HR input for proposals for new business.
  • Establishes and maintains department records, reports and filing.
  • Maintains compliance with the companies ISO quality program as well as the clearance program.

Travel

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected in the staffing of out of state contracts.

Skills

  • Bachelor's degree or equivalent work experience in Human Resources, Talent Acquisition, Labor Relations or Business
  • Previous experience providing HR and Recruiting to Government IT Contractors
  • Previous experience overseeing high volume hiring or IT professionals, Customer Service Representatives, and Tier 1 and Tier 2 Help Desk
  • Proven ability to support HR effort during a time of strong growth for the company
  • Demonstrated effectiveness in written and verbal communication
  • Proficiency in Microsoft Office applications (Word and Excel), and Human Resources Information Systems (HRIS), including ApplicantPro (or similar), ADP or Paychex, and CostPoint (timekeeping).
  • Knowledge of compensation str tegy, performance management, employee relations, safety practices and talent acquisition, retention strategies, and the ability to apply this information in a manner that is compliant with relevant employment law
  • Experience with creating a culture of engagement, collaboration and teamwork
  • Capable of compiling and analyzing employment data to guide strategic planning as well as to use relevant information in proposals for new business.

Additional Eligibility Qualifications

  • SHRM Certified Professional (SHRM-CP), or PHR is desired however not required if knowledge has been acquired through experience.
  • Systems Integration, Inc. provides staffing and IT support for government contracts. The HR Manager must meet the requirements for a Government Security Clearance or already have a clearance. US Citizenship required.
